Rosa Santoni attended University of Puerto Rico and earned a Bachelor of Science Degree in Industrial Engineering and a Master of Science Degree in Civil Engineering in the transportation area. Ms. Santoni received a second Master of Science Degree in Civil Engineering in geotechnical area from Mississippi State University. She completed graduate level course requirements at the University of Illinois at Urbana-Champaign for a Doctoral Degree in Civil Engineering and currently working in her PhD degree. Ms. Santoni is also a Professional Project Manager Professional and completed Program/Portfolio Manager Professional requirements. She completed her Executive Leadership Development Program in June 2015.
Ms. Santoni worked at the Engineer Research and Development Center (ERDC) as a research engineer. She worked in Airfield Pavement Evaluation and Sustainment Engineering. She was instrumental in the design, construction, and analysis of several laboratory and field experiment sections to improve existing designs and create new technologies and procedure for soil stabilization.
In 2002, Ms. Santoni started to work for the US Army South-Assistant Chief of Staff Engineer (ACSENG). Currently she is the acting deputy with full oversight of the construction programs (i.e. Military Construction, Humanitarian Assistance, Peace Keeping Operation, Counter Narcotic Trafficking, Anti-Terrorism and Force Protection, and Disaster Relief programs). She is the ACSENG Subject Matter Expert Engineer (SMEE) who provides engineering advice on issues related to engineering and construction. She evaluates completed work in terms of compliance with overall program goals, conformance to Department of Defense, Department of Army, U.S. Southern Command, and US Army South policies, program effectiveness, and compliance with treaties, host nation laws, regulations, and operational agreements.
She is the Defense Environmental International Cooperation program manager. Ms. Santoni’s recognitions include US Army Corps of Engineers: 8 Performance Awards, 6 Certificate of Appreciations, US Black/Hispanic Engineer and Information Technology Magazines-Women of Color Award – Government Innovation, and Director’s Research and Development Achievement Award; US Army South: 9 Performance Awards, Superior Civilian Service Award, Civilian Award for Humanitarian Service, Joint Civilian Service Achievement Award, and Civilian of the Quarter. Ms. Santoni is a registered Professional Engineer in Texas and Puerto Rico and is a member of the American Society of Civil Engineers (ASCE), the Society of American Military Engineers (SAME), and Project Management Institute (PMI).
